Little Mama Labs has recently recontacted the Secretariat to express renewed interest in observer status. In light of this history, the Bureau has proposed not to reopen the procedure and that the request remain as discontinued provided that there are no objections by 23 September 2026, COB. 2. INACH – observer status and referral to the Committee of Ministers At the first plenary meeting, following an objection by a member State, unanimity was not reached on granting observer status to the International Network Against Cyber Hate (INACH). A motion to reconsider led to a decision to consider referral of the matter to the Committee of Ministers by written procedure; however, that procedure did not attract the quorum required under Article 5 of Appendix 1 to Resolution CM/Res(2021)3 and therefore did not produce a valid decision. The member State that had requested the referral has since withdrawn that request. In the absence of a valid decision, and with no request currently before the CDNET on which a renewed procedure could be based, the Chair, with the agreement of the Bureau, intends to close this item. Should any member wish to object to the closure of this item without further vote or take up or maintain the request for referral of this matter to the Committee of Ministers, we would be grateful if you could inform the Secretariat by 23 September 2026, COB. Demande de statut d’observateur – Little Mama Labs À titre de rappel, Little Mama Labs, une organisation de la société civile, a présenté une demande de statut d’observateur auprès du CDNET. L’organisation n’a pas assisté à l’audition tenue lors de la première réunion plénière du CDNET (15–17 avril 2026) et a ensuite cessé toute communication avec le Secrétariat. Le CDNET, lors de la réunion plénière, a décidé d’interrompre l’examen de la demande de statut d’observateur. Little Mama Labs a récemment recontacté le Secrétariat afin d’exprimer un nouvel intérêt pour le statut d’observateur. Compte tenu de ces antécédents, le Bureau a proposé de ne pas rouvrir la procédure et que la demande demeure classée sans suite, sous réserve de l’absence d’objection d’ici au 23 septembre 2026, à la clôture des bureaux (COB). 2. INACH – statut d’observateur et transmission au Comité des Ministres Lors de la première réunion plénière, à la suite de l’objection d’un État membre, l’unanimité n’a pas pu être atteinte pour l’octroi du statut d’observateur à l’International Network Against Cyber Hate (INACH). Une motion en vue d’un nouvel examen a conduit à la décision d’envisager une transmission du dossier au Comité des Ministres par voie écrite ; toutefois, cette procédure n’a pas permis d’atteindre le quorum requis en vertu de l’article 5 de l’annexe 1 à la Résolution CM/Res(2021)3, et n’a donc pas abouti à une décision valable. L’État membre qui avait demandé la transmission a, depuis, retiré sa demande. En l’absence de décision valable, et en l’absence de demande actuellement pendante devant le CDNET pouvant servir de base à une nouvelle procédure, la Présidence, avec l’accord du Bureau, entend clore ce point. Si un membre souhaite s’opposer à la clôture de ce point sans vote supplémentaire, ou souhaite engager ou maintenir la demande de transmission de cette question au Comité des Ministres, nous vous serions reconnaissants d’en informer le Secrétariat au plus tard le 23 septembre 2026, à la clôture des bureaux (COB). Si aucun membre ne se manifeste durant cette période et qu’aucune objection n’est formulée, le point sera considéré comme clos sans autre vote, aucune demande de transmission n’étant maintenue. Following the Bureau meeting = that took place last week, we are writing to update you on two matters = relating to observer status, ahead of the forthcoming CDNET Plenary = meeting (21=E2=80=9323 October 2026).

 

1. Observer status = request =E2=80=93 Little Mama Labs

 

As you may recall, Little = Mama Labs, a civil society organisation, submitted a request for = observer status with the CDNET. The organisation did not attend the = hearing held at the first CDNET Plenary meeting (15=E2=80=9317 April 2026) and subsequently ceased all communication with the Secretariat. = The CDNET at the Plenary meeting decided to discontinue the examination = of the application for observer status.
