Dear Ms Riisalo,
Thank you for your letter of 23 September 2026 (No 2-7/26-247/2).
We note that our letter was forwarded to the Ministry of Foreign Affairs. However, the substance of our communication was addressed to the Social Affairs Committee, whose mandate covers the protection of children.
Our inquiry did not concern Estonia's sovereign right to join or decline declarations of support. It concerned whether Estonian state institutions bear any responsibility when they lend their name to a public event attended by minors, where no age-access policy, no parental supervision framework, and no child safeguarding measures of any kind were in place.
The question is not about declarations. The question is whether the Republic of Estonia considers it acceptable that children of other states are exposed to risk at events carried out under Estonian state patronage, without a single safeguarding measure being asked about, required, or verified.
We respectfully ask the Social Affairs Committee to address this question directly, rather than defer it as a matter of foreign policy.
We look forward to your response.
Yours sincerely,
Dracopol Stefan-Sebastian
